I ordered some organic cacao butter
if I melt that down add in the sweetener of my choice ( I have to stay away from white refined sugars, so I want to try Agave Nector, Honey, etc) then add in whatever spices and other flavors I want then add in some powdered milk then pour it in my molds wouldn't I just have made my own white chocolate or am I missing something?

In a word, no.
You're missing all the grinding/refining process where the milk and sugar particles are ground down to a size your tongue can't discern. What you'd get from the concoction you suggest would be gritty and greasy, as it also would be untempered.
Also, liquid sweeteners and chocolate DO NOT go together well.
