I have noticed some chocolate brands (like Galaxy) use whey powder and wheat flour in their recipes. Does anyone know why this is the case ? and how it effects the final product ?

I don't know if this is what it is, but cocoa powder is sometimes called cocoa flour. As far as whey protein, I have no idea other than to add protein to chocolate, for some reason.

Thanks chip. See for yourself:
Ingredients: sugar, cocoa butter, skimmed milk powder, milk fat, cocoa mass, lactose, whey powder (from milk), wheat flour, cocoa powder, emulsifier (soya lecithin), palm fat, sunflower oil, glucose syrup, natural colour (vegetable carbon), salt, raising agent (ammonium bicarbonate), natural vanilla extract.
They have distinguished between both cocoa powder and wheat flour, so it's probably not that. But that also begs another question, why on earth use cocoa powder.

That ingredient list begs a lot of questions! LOL. I have no idea why they would use whey powder (unless it is to add protein?) or wheat flour. Maybe Ben or Brad or John would know.

It has re-work from a chocolate product that includes a baked component added to it.
