Although I would like to have a Behmor 1600 oven to roast cocoa beans with, it is (for now) a little too expensive. I have a Whirlpool oven; would that suffice for roasting the beans? Are there small convection or rotisserie ovens that would work?

You can definitely roast in your home oven. There's a lot of info on this site and these forums about doing just that. To get the best results, you'll need to stir the beans occasionally. Also, perforated sheet pans are very helpful. You should be able to roast any any oven. I'd imagine one of those small table-top convection ovens would work well for small quantities of cacao. There's also a thread here on the forums about hacking a small rotisserie oven for use with cacao. You've probably already seen it, but here's the link: chocolatetalk.proboards.com/thread/1388/budget-minded-diy-roaster
