I'm not 100% sure, but that is my reading of that regulation. I think maybe there's a difference between added flavors/inclusions/etc and added oils intended to affect the viscosity, etc. of the chocolate.

Did you get started with your business? How is it going? I am new here to the forum, I am selling a 35LB stainless steel stone grinding melanger and seeing what's up in this business scene! Loving the new creations I'm seeing, like carmelized coconut with tumeric and cacao butter. Excited to see what other exotic flavors people are creating
