Chip, A word of caution for your diabetic members... The lactose in milk powder can be 38%! In a blend with 20% milk powder that would be about 7.6% sugars from the milk alone. To quantify that, it would be more than 1 gram of sugar for a 1/2 ounce piece. While allulose won't contribute to the overall sugar count, the lactose packs a wallop! The heavy cream powder has much less lactose, and I expect less can be used which would further lower the sugar content. I'll have to try some as an outright substitution, but it will through the rest of the formula out of balance. (Not to even think about labeling restrictions!)
